Collect and label images
Gather a representative set of licence-plate images or video frames and annotate plate bounding boxes and transcriptions; include varied lighting, angles and countries.
Recognise licence plates. Handle character segmentation and OCR.
Licence-plate recognition (LPR) converts images or video frames into the plate text string. Typical systems combine detection (localise the plate region), image normalisation, character segmentation or end-to-end OCR, and post-processing (country/plate-format checks). Key failure modes include motion blur, plates at oblique angles, low light, occlusion, and diverse plate fonts and layouts.

A proposed application is automated parking access: detect a vehicle, read the plate, and match it to an authorised list while keeping a human reviewer in the loop for uncertain reads. The supplied starter does not implement detection, segmentation or OCR and cannot be used for operational access control.
Gather a representative set of licence-plate images or video frames and annotate plate bounding boxes and transcriptions; include varied lighting, angles and countries.
Train a plate detector (e.g. YOLO/Faster R-CNN) and an OCR model (segmentation+char classifier or CRNN) using separate pipelines before combining them.
Measure detection mAP, OCR character error rate (CER) and end-to-end plate transcription accuracy; inspect errors by angle, blur and occlusion.
Set confidence thresholds, a human-review queue for low-confidence reads, and monitoring for drift and latency in field images.
The supplied starter loads sklearn's digits dataset, splits it, fits a RandomForestClassifier to the 8x8 digit features, prints a classification report and displays a confusion matrix. It does not use licence-plate images, detection, segmentation, OCR models, or OpenCV preprocessing.
model = RandomForestClassifier(n_estimators=300, random_state=42)
model.fit(X_train, y_train)
predictions = model.predict(X_test)
print(PROJECT_NAME)
print(classification_report(y_test, predictions))The code trains a RandomForest on the sklearn digits dataset rather than any licence-plate images; it contains no plate localisation, character segmentation or OCR logic and therefore cannot validate licence-plate recognition.
A proposed extension: replace the starter data with a labelled licence-plate image set, add a detector for plate localisation, an OCR stage (CRNN or segmented character classifier), and a simple dashboard that routes low-confidence reads to a human reviewer.
This is a potential application pathway, not a delivered product. The supplied starter does not implement this service or validate it with real users.
